It means you have to select a small group of audience and be specific.
For example, if you are selling clothes on your e-commerce store, that means you have to select who will wear your clothes.
They are women or men and children; you have to select first.
Some more things you have to select

- What is your price category that is for luxary brand ya for the middle class?
- what is they intreset and hobbies? What is life style they follow?
First, answer these questions and select a small group of the audience.
